$5,000 Cash Reward - Media Release #2240, Homicide Victim Twain Cleveland, Unknown Suspects – East Bradford Township, Chester County, PA



The West Chester Police Department continue their investigation into the homicide of Twain Cleveland. 

On Wednesday, 2/21/2018 at 3:00 p.m., workers were clearing brush from under a large PECO Electrical Tower when they stumbled over a body.  The location was the 1200 block of Allerton Rd. East Bradford Twp., Chester County, PA which is a remote rural area in a large corn field.  West Chester Police responded to that location.  Upon arrival, Police found a B/M/35 year of age identified as Twain Cleveland, from Philadelphia and Wilmington DE area, deceased and covered with brush.

West Chester Police are currently conducting an ongoing investigation.  Police have learned that on 2/11/2018 an individual known as “Bake” Rahsun Goldsborough lost a Keno Lottery ticket that he had won and was in the amount of $4,000.00.  Goldsborough had no idea who had taken the ticket or where he lost the ticket.  On 2/13/2018, a friend of Goldsborough (Randy Wright) is seen on video redeeming the winning lottery ticket in Wilmington DE.  Randy Wright redeemed the ticket and immediately cashed the check at PNC Bank in Wilmington.  Wright would not say who gave him the ticket nor would he say if he received any money for cashing the check.  Police received information from family members that Twain “Lump” Cleveland was accused by Ernie “KB or Cuz KB” Hill from Wilmington, DE for stealing the ticket that belonged to Goldsborough.  On 2/13/2018 at 1030 hours, after Ernie Hill is seen on video gambling a large amount of money at the Black Jack Table at the Sugarland Casino the same day the ticket was redeemed.

On Friday, 2/16/2018, Twain Cleveland went to the Sugarland Casino where he won $2,300.00.  Cleveland returned home to 40th & Girard Ave. Philadelphia at about 0115 2/17/2018.  Cleveland contacted “Cuz KB” / Hill to go out to celebrate his winnings.  Hill traveled from Wilmington DE, picked Cleveland up, and went to an after-hours club at about 0215.  Witnesses say Hill was with a female who has not yet been identified in this investigation and she is believed to have knowledge of the homicide.  On 2/17/2018 at 0440 hours, Hill, Cleveland and the unknown female are seen leaving the after-hours club in Philadelphia.  Hill’s phone records show them going to Wilmington DE.  Cleveland is last seen leaving the club in Philadelphia.  Cleveland was killed sometime during the morning of 2/17/2018 and his body was dumped in or about midnight going into the 18th of February.  His mother reported Cleveland missing to Philadelphia PD on Monday 2/19/2018.  Cleveland is not seen until Wednesday 2/21/2018 by the workers.  It is believed Twain Cleveland was killed in Wilmington DE the morning of Saturday 2/17/2018 and taken to the remote rural area in West Chester where his body was dumped at about 0030 hours on Sunday 2/18/2018.  Police are asking for the publics assistance in the arrest and conviction of person(s) responsible for the murder of Twain Cleveland.

The West Chester Police Department is also looking to identify the unknown black female in the photos and obtain additional information to further the investigation.
